APD Parking Enforcement Officer Supervisor Join to apply for the APD Parking Enforcement Officer Supervisor role at City of Alexandria, Virginia Overview The Parking Enforcement Supervisor plays a key role in overseeing the daily operations of the Parking Enforcement Unit. This position provides leadership and guidance to a team of Parking Enforcement Officers (PEOs) who are responsible for regulating parking areas and enforcing ordinances to support safe streets and the efficient use of parking resources across the City. Responsibilities Supervises, schedules, trains, and evaluates a team of Parking Enforcement Officers (PEOs); monitors field activities and maintains documentation and computerized records related to citation issuance, attendance and leave, complaints, and accommodations. Prepares and conducts formal employee performance evaluations in accordance with departmental policies. Ensures all operational equipment is available and in good working condition; maintains an inventory of supplies and equipment within the unit; prepares and processes purchase orders as needed. Responds to electronic and telephonic inquiries, prepares written memoranda in response to citizen complaints, parking enforcement concerns, or internal investigations. Attends meetings on behalf of the Division Commander or designee regarding parking issues or special projects affecting unit operations; provides presentations to the Community Police Academy. Participates in the structured panel interview process for hiring; assists with training new Parking Enforcement Officers; provides practical parking enforcement training to new police recruits during local academy sessions. Maintains thorough knowledge of departmental directives and ensures policies and procedures are clearly communicated and explained to subordinates. Exercises supervisory responsibility for bi-weekly payroll and overtime submissions for the unit using the Kronos system. Testifies in court as needed concerning contested citations; prepares and disseminates supporting documentation (e.g., citation copies, computer printouts) for subordinates scheduled court hearings. Analyzes current procedures and recommends updates to the unit manual and standard operating procedures (SOPs) to improve efficiency and effectiveness. Completes required annual security training and performs other related work as assigned. Essential Knowledge, Skills and Abilities Thorough knowledge of City and State parking, licensing and inspection ordinances. Good working knowledge of the rules and procedures of two-way radio communications and mobile data browser (MDB). Good knowledge of City geography. Skill in observing a wide variety of activities during the tour of duty. Ability to perform assigned tasks under adverse weather conditions. Ability to communicate clearly, courteously and tactfully with the public. Ability to communicate effectively, both orally and in writing. Physical ability to perform the tasks of the position as set forth in the Medical Essentials for Parking Enforcement Officer Supervisor position. Minimum & Additional Requirements High School Diploma or GED; three years of experience at the level of Parking Enforcement Officer I, II, III; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities. Must possess a valid driver’s license issued by the State of residence. VCIN/NCIC certification (or ability to obtain certification within required time frame). Criminal justice agency employment prior to application for certification. Preferred Qualifications Extensive knowledge of computer programs, including Microsoft Word, Excel, PowerPoint, Access, and Outlook. Proficiency in using timekeeping and workforce management systems such as Kronos. Ability to communicate professionally and effectively, both orally and in writing. Ability to work during evenings and weekends. Demonstrated ability to interact courteously and effectively with individuals at all ranks within the department, as well as community partners. Strong decision‑making ability in accordance with laws, ordinances, regulations and established departmental procedures. Experience planning and coordinating moderately complex projects or operational initiatives requiring collaboration. Excellent writing and editing skills with meticulous attention to detail. Strong organizational and multitasking skills, with ability to work efficiently under tight schedules in a fast‑paced environment. Proven ability to maintain confidentiality of sensitive information and records. Familiarity with database systems, reporting tools and basic data analysis to support unit operations.
