Civil Project Manager – Right-of-Way Utilities (Tampa, FL | Local Work Only)

Full-Time | Local Projects | Field & Office (50/50 Split)

We are seeking a Civil Project Manager with proven experience in managing civil utility installations within the Right-of-Way (ROW) . This is a dynamic, hands-on role offering a balanced mix of field and office responsibilities, based entirely in the Tampa, FL area —no travel required.

Key Responsibilities

• Manage and coordinate civil utility projects located within the Right-of-Way, ensuring compliance with local and state regulations.
• Oversee installation of pressure pipe utilities , including water, sewer, and stormwater systems.
• Collaborate with field crews, subcontractors, and city inspectors to ensure high-quality, on-schedule delivery.
• Create and manage project schedules, budgets, RFIs, submittals, and change orders.
• Conduct regular site visits (approximately 50% of the time) to monitor progress, resolve issues, and ensure safety and compliance.
• Serve as the primary point of contact for clients, municipalities, and internal stakeholders.

Requirements

• 5+ years of civil project management experience , with direct experience working in the Right-of-Way.
• Strong background in utility installation , especially pressure pipe systems .
• Familiarity with local permitting processes, FDOT and municipal ROW standards.
• Proven ability to manage field operations, scheduling, and project documentation.
• Strong leadership, communication, and organizational skills.
• Proficiency with construction management software (e.g., Procore, MS Project, Bluebeam).
• Valid driver’s license and reliable transportation.
